Can optimization begin before the Agency Decision Milestone?
When is optimization of a plan finished?
When is the Review Plan required to be completed, if funding isn't available until after the FCSA is signed?
Does the Directors Policy Memorandum replace or change SMART Planning milestones?
Does the delegation of decision-making at milestone meetings apply only to new studies?
The memorandum focuses on delegation of feasibility study milestone decision-making and review. Does this impact validation reports, post-authorization change reports for Section 902 cost increases, general re-evaluation reports, feasibility studies conducted under the Continuing Authorities Program (CAP) or Tribal Partnership Program, etc.?
Is the delegation of Watershed Study milestones changing based on this memorandum?
