• Planning Guidance Letter 98-04: Limit on Work-in-Kind
  This letter provides guidance on Section 1135, In-Kind Work.
• Planning Guidance Letter 98-05: Engineer Regulation 1105-2-100, Appendix O Revised
  This planning guidance letter transmits revised guidance replacing Appendix O of ER 1105-2-100, "Instructions for Conducting Issue Resolution Conferences/In-Progress Reviews for Feasibility and Post Authorizations Studies and Reports," and will be used as interim guidance for all Civil Works studies and projects.

  This letter provides guidance on Section 516 (a)(b)(c) of the WRDA 1996.
• Planning Guidance Letter 97-03: Flood Damage Reduction Risk-Based Analysis Waiver
  This letter details procedures for requesting waivers from risk-based analysis requirements for flood damage reduction studies in accordance with Section 203 (h)(3) of the WRDA 1996.

  This letter provides preliminary guidance on implementation of the Aquatic Ecosystem Restoration Program.

  This letter provides guidance on reimbursement for advance non-federal construction of authorized Federal harbor and inland harbor improvements
• Policy Guidance Letter No. 32: Use of Corps Reservoir Flowage Easement Lands
  This letter provides guidance on existing Corps policy related to use of Corps reservoir flood easement lands.
• Policy Guidance Letter No. 40: Development and Financing of Dredged Material Management Studies
  This letter sets forth Corps policy regarding development and financing of studies required for dredged material management at existing Federal navigation harbor and inland harbor) projects. This policy is applicable to all Federal navigation projects maintained by the Corps which are eligible for reimbursement of operation and maintenance costs from the Harbor Maintenance Trust Fund. This guidance was supplemented by PGL No. 42.
