This memorandum establishes roles and responsibilities for groups executing functions under authorities designated to the Assistant Secretary of the Army for Civil Works (ASA(CW)) by statute and policy, as well as establishes staff responsibilities for functional areas and specific topics, for the purpose of, assigning action officers for tasking.
