In February and March 2012, Major General Walsh issued two transformational planning memoranda on a revised approach to planning studies that emphasized risk-based decision-making and early vertical team engagement, and broad changes to how we train our Planners to further develop and enhance our planning capability. We have made considerable progress in both regards this past year, implementing and advancing SMART Planning to conform to the 3x3x3 rule, while also resetting and reclassifying feasibility studies in the planning portfolio, and updating content, delivery and execution of Planning Core Curriculum training.
There are now multiple resources that speak to SMART Planning including this online Guide, Planning Bulletins, webinars, and relevant lessons-learned from charettes and review meetings. Tools that assist in the conduct of SMART Planning include the risk register, decision management plan and a more streamlined project management plan. We encourage all of you to frequently visit the What’s New link on the SMART Guide for the most up-to-date SMART Planning developments and resources.
A two-phase approach has been developed to enable efficient and cost-effective short-term delivery of the training necessary to provide Planners with the foundations for understanding the Civil Works life cycle of a project, the 6-step planning process and plan formulation strategies and concepts by business line, with a long-term strategy for FY14 and beyond. The first phase includes use of new methods to deliver course content to students and issuance of grandfathering criteria for meeting Corps-wide PCC 1, 2, and 6 training needs in FY13. Long-term strategies include improved integration of SMART Planning principles into course content and consolidation of courses complimented by more efficient methods of delivery.
We would not have been able to have made this much progress and report our success stories over this past year without all of your contributions, feedback and hard work in support of SMART Planning. We encourage everyone to continue to use the resources on the SMART Guide and share them with other Communities of Practice, Sponsors and other interests.
