Engineer Regulations (ERs) This manual provides guidance for activities associated with new work and maintenance projects and the evaluation and selection of equipment and evaluation of disposal alternatives. This 1983 manual was superseded by EM 1110-2-5025 in July 2015. Defines the mission for the Institute for Water Resources. This regulation defines the mission and establishes the organization of the U.S. Army Construction Engineering Research Laboratories (CECER), formerly called the U.S. Army Construction Engineering Research Laboratory (CECER). This regulation establishes the roles and responsibilities of the Dam Safety Modification Mandatory Center of Expertise (DSMMCX) located within the Huntington District, U.S. Army Corps of Engineers (USACE). This regulation updated the roles and responsibilities of the USACE Portland District Hydroelectric Design Center (HDC) as the Mandatory Center of Expertise for hydroelectric power economic evaluation, engineering, and design and a Technical Center of Expertise for pumping plant engineering and design. It also prescribes the requirements for the level of involvement by HDC in USACE hydropower work and provides guidance for interfacing the resources of HDC with those of the requesting USACE Command. This regulation establishes the roles and responsibilities of the national Modeling, Mapping, and Consequences (MMC) Production Center mandatory center of expertise and standardization located within the USACE Vicksburg District. This regulation has been prepared to comply with the requirements in ER 1110-1-8158, Corps Wide Center of Expertise Program. This regulation establishes the roles and responsibilities of the Risk Management Center (RMC) located within the Institute for Water Resources, USACE. The Planning Guidance Notebook provides the overall direction by which the Corps of Engineers civil works projects are formulated, evaluated, and selected for overall implementation. ER 1105-2-100, the Planning Guidance Notebook will be superseded by several different pieces of new guidance. This December 2023 version of the ER contains the elements of the Planning Guidance Notebook that are still in effect (Chapter 4 and Appendices C, D, E and G). This appendix provides the references for Engineer Regulation 1105-2-100: Planning Guidance Notebook This appendix explains the benefits of, and requirements for, stakeholder engagement, collaboration, and coordination in Civil Works planning studies. These activities are critical to study success because they may foster trust and credibility between the Corps and the communities we serve; increase collective understanding of problems; reduce controversy and litigation risks; and improve the quality and execution of our decisions. This appendix addresses the integration of environmental evaluation and compliance requirements, pursuant to national environmental statutes, applicable executive orders, and other Federal planning requirements, into the planning of Civil Works water and related land resources comprehensive plans and implementation projects. This guidance is applicable to all Civil Works water resources planning studies, including Feasibility studies conducted under the General Investigation business line, those studies conducted under the Continuing Authorities Program (CAP), and studies that require a decision document that are conducted during PED, construction, or operations, such as post authorization change reports. Guidance for estimating NED benefits is provided in Appendix E, Civil Works Missions and Evaluation Procedures, where the evaluation procedure for each project type is presented in its mission context. Some aspects of economic evaluation, and of planning generally, are common to every mission; those aspects are covered in this appendix. This regulation was superseded by Engineer Regulation 1105-2-101: Risk Assessment for Flood Risk Management Studies, 17 July 2017. This regulation provides guidance on risk assessment requirements for flood management studies including but not limited to feasibility studies, post-authorization changes, general reevaluation studies, dam and levee safety studies, and major rehabilitation studies. This regulation is jointly promulgated by Planning and Engineering. The risk framework is a decision-making process that comprises three tasks: risk assessment, risk communication, and risk management, which can be advantageously applied to a variety of water resources management problems. These requirements are part of a broader decision making process that includes similar assessments for risks to the natural environment as well as the social and cultural well-being of people potentially impacted by flood management activities. This Regulation establishes an accountable strategy for conducting watershed studies with USACE participation and includes both policy and process guidance. The Regulation supersedes and replaces Engineer Circular (EC) 1105-2-411: Watershed Plans and replaces Planning Bulletin (PB) 2019-01: Watershed Studies. This regulation provides overall direction by which USACE formulates, evaluates, and recommends projects for implementation and other actions to address water resources problems through the Army Civil Works program. The planning process must address the Nations water resources needs in a systems context and seek to identify innovative alternatives for application across the full range of the USACE programs and authorities. In parallel with the development of these important planning concepts, this regulation is also intended to be useful for those outside of the USACE (or non-federal partners) authorized to develop water resources projects (Title 33, Section 2231 of U.S. Code (33 USC 2231)). ER 1105-2-1103 supersedes ER 1105-2-100, Chapters 1, 2, and 3, dated 22 April 2000. This final rule establishes the principles and standards for Level C water and related land resources planning. Section 204 authorizes non-federal interests to undertake construction of certain water resources development projects, with potential credit or reimbursement of the Federal share of that construction, subject to several requirements. Separate guidance is provided in Engineer Regulation (ER) 1165-2-209 regarding non-Federal interests undertaking a feasibility study under Section 203 of WRDA 1986, as amended, and in ER 1165-2-211 regarding operation and maintenance of improvements carried out by non-Federal interests under Section 204(f) of WRDA 1986, as amended. This regulation prescribes policies, procedures and responsibilities for submitting U.S. Army Corps of Engineers (USACE) documents to the U.S. Army Publications and Printing Command (USAPPC) for publishing in the Federal Register (FR). This Engineer Regulation (ER) prescribes guidance for preparation and processing of USACE publications and forms. It provides the necessary steps on how to develop new publications and forms, update, or change existing publications and forms, and staff publications and forms for final approval, publishing, and posting to websites. This ER was reinstated on 7 November 2023.
