  Approval of the Bell County, Kentucky, Section 202 Flood Risk Management Detailed Project Report and Environmental Assessment. The report contains identification, evaluation, and recommendation of measures, alternatives, plans, and costs necessary to reduce the risk of flooding to property and life safety in the Bell County study area. The non-federal sponsor is Bell County, Kentucky. The recommended plan is a voluntary, nonstructural plan consisting of flood proofing measures for 212 eligible structures.

  Integrated Disposition Report and Environmental Assessment to support the permanent divestment of the Department of the Army’s control of and responsibility for the Saint Michael Canal Federal Navigation Project (FNP). No funding would be necessary for the recommended deauthorization of Saint Michael Canal FNP.
• Winfield Locks and Dam Major Rehabilitation Evaluation Project, Putnam County, West Virginia, Final Decision Document
  Approval of the Major Rehabilitation Evaluation Report for Winfield Locks and Dam, Kanawha River, West Virginia Major Rehabilitation Evaluation. The proposed federal action is to implement a major rehabilitation of the site. The project was designed, constructed, owned, operated, and maintained by USACE. There is no non-federal sponsor for this project. Funding will be provided through cost-shared funds of which 65% will come from the General Fund of the Government and 35% from the Inland Waterways Trust Fund.

2021

• Lake Pontchartrain and Vicinity (LPV), Louisiana, Final General Reevaluation Report (GRR) and Environmental Impact Statement (EIS)
  GRR and EIS to support an extension of the authority to restore, for the LPV project, authorized levels of coastal storm risk management given the combined effects of consolidation, settlement, subsidence, and sea level rise over time. Currently, the LPV project includes a total of approximately 126.5 miles of levees and 56 miles of floodwalls, floodgates, water control structures, and other risk reduction features. in four parishes (St. Charles, Jefferson, Orleans, and St. Bernard) located in the greater New Orleans area on the east bank of the Mississippi River.
• Lowell Creek Flood Diversion Feasibility Study, Integrated Feasibility Report and Environmental Assessment
  Recommendation of a life safety-based plan which consists of constructing a new flood diversion system and maintaining the existing Lowell Creek system, based on authorization under Section 5032 of the Water Resources Development Act of 2007, as amended.
• West Bank and Vicinity (WBV), Louisiana, Final General Reevaluation Report (GRR) and Environmental Impact Statement (EIS)
  GRR and EIS to support an extension of the authority to restore, for the WBV project, authorized levels of coastal storm risk management given the combined effects of consolidation, settlement, subsidence, and sea level rise over time. The existing WBV project is designed to reduce the risk of flooding associated with a 1% annual exceedance probability (AEP) storm surge and wave event.

2020

• Carolina Beach, North Carolina Integrated Beach Renourishment Evaluation Report and Environmental Assessment Director's Report
  Recommended of a National Economic Development (NED) plan, which is a continuation of the existing Carolina Beach CSRM project portion for a 15-year period from 2022 to 2036 using Carolina Beach Inlet as the borrow source. The recommended plan consists of approximately 14,000 feet of ocean shoreline fronting the majority of the Town of Carolina Beach, together with a storm berm. The dune and berm extend about 14,000 feet along the beachfront from the northern to the southern limits of Carolina Beach.
• San Luis Rey Flood Control Project, San Diego County, California, Post-Authorization Change Report
  This Post-Authorization Change Report presents a revised cost estimate and updated economic analysis of the San Luis Rey Flood Control Project, San Diego County, California project authorized project in order to request authorization of a new project cost. The increase in cost is needed to complete the remaining functional elements of the project so the non-federal sponsor can assume OMRR&R of the complete project.
• Whittier Navigation Improvements Whittier, Alaska Feasibility Study, Final Integrated Feasibility Report and Environmental Assessment (IFR/EA) Director's Report
  Recommendation of a National Economic Development (NED) plan, which is comprised of a north-facing breakwater, maneuvering basin, and four-lane launch ramp in the Whittier small boat harbor, based on authorization under Section 204 of the Flood Control Act of 1948. Construction of the project, if determined to be feasible, is authorized by Section 5007 of Public Law 119-114, the Water Resources Development Act of 2007.
• Wrightsville Beach, North Carolina Coastal Storm Risk Management Project Integrated Validation Report and Environmental Assessment
  Recommendation of an increase of the authorized project cost for the Wrightsville Beach coastal storm risk management project based on a revised validation report.

2019

• Albeni Falls Dam (AFD) Fish Passage Project, Bonner County, Idaho Director's Report
  Recommendation of budgeting for a plan to reestablish upstream habitat connectivity to provide bull trout populations access to critical habitat above and below AFD based on authorization under Section 204 of the Flood Control Act of 1950 (Public Law 81-516).
• Barrow, Alaska Coastal Erosion Section 116 Feasibility Report and Environmental Assessment Director's Report
  Recommendation of a non-NED plan based on a Cost Effective/Incremental Cost Analysis (CE/ICA), which was based on a "community resilience unit" (CRU) metric and which measured relative changes in various economic, social/cultural, and environmental metrics. This alternative plan would reduce flooding and erosion impacts across all six reaches in the entire five mile study area, and address not only potential economic impacts in the project area under a future without project condition, but address additional cultural and environmental impacts as well. The study was conducted based on authorization under Section 116 of the Energy and Water Development and Related Agencies Appropriations Act (EWDRAAA) of 2010.
• Dry Creek Ecosystem Restoration Feasibility Report and Integrated Environmental Assessment, California Director's Report
  Recommendation of a National Ecosystem Restoration (NER) plan consisting of 2.6 river miles of habitat restoration spread out along 14 miles of lower Dry Creek in Sonoma and Marin Counties, CA based on authorization under Section 1028 of the Water Resources Reform and Development Act (WRRDA) of 2014 (33 U.S.C. 2283b).
• Kenai Bluffs Bank Stabilization Section 116 Feasibility Study, Final Integrated Feasibility Report and Environmental Assessment (FIFREA) Director's Report
  Recommendation of a National Economic Development (NED) plan, which consists of constructing an armor-stoned berm as a line of protection along approximately 5,000 lineal feet of receding coastal bluff on the western coast of the Kenai Peninsula, based on authorization under Section 116 of the Energy and Water Development and Related Agencies Appropriations Act (EWDRAAA) of 2010.
• Mount Saint Helens (MSH) Long Term Sediment Management Plan Update, Final Limited Reevaluation Report (FLRR) and Supplemental Environmental Impact Statement (SEIS) Director's Report
  Recommendation a Phased Construction Plan consisting of two incremental SRS spillway crest raises, grade-building structures, as-needed dredging in the Cowlitz River, and Adaptive management at the mouth of Alder Creek to maintain authorized levels of flood risk reduction. The MSH project remains an open construction project that was authorized by Congress under the Supplemental Appropriations Act of August 15, 1985 (Public Law 99-88).
• Pajaro River Flood Risk Management Study, Santa Cruz and Monterey Counties, California Director's Report
  Recommendation of a National Economic Development Plan (NED) which would reduce the flood risk to the City of Watsonville, the Town of Pajaro, and adjacent agricultural areas. The report was prepared pursuant to the Flood Control Act of 1966, Section 203, Public Law 89-789. The purpose of this project is to increase the level of flood protection being provided by the flood risk management project completed in 1949 by USACE pursuant to Section 10 of the Flood Control Act of 1944, Public Law 78-534.
• Passaic River Floodway Buyout, Passaic County, New Jersey Director's Report
  Recommendation for the voluntary buyout and removal of 18 homes from the state-defined floodway in Passaic County, New Jersey, to reduce flood risk and produce average annual benefits of $241,000 at FY2019 price levels.
• Passaic River Tidal Protection Area, New Jersey, Coastal Storm Risk Management Project Director's Report
  Recommendation to manage the risk of coastal storm damages in the Passaic River Tidal Protection Area by construction of six floodwall segments, one levee segment, eight gates (project alignment), and associated interior drainage features. The project alignment totals 4,850 linear feet and addresses the most critical and vulnerable portion of the authorized study area, the City of Newark, NJ.
• The Willamette Falls Locks (WFL), Willamette River Oregon Section 216 Disposition Study Director's Report
  Recommendation of budgeting for operation and maintenance activities to prepare WFL for deauthorization and disposition based on authorization under Section 216 of the Flood Control Act of December 31, 1970 (Public Law 91-611). This recommendation is based on evidence that the current WFL no longer serves its federally authorized purpose and is recommended for Congressional deauthorization and disposal.

  Recommendation of approval of the Final Rio de Flag, Flagstaff, Arizona Limited Reevaluation Report (LRR). The LRR documents the need to increase the authorized project cost and provides an updated economic analysis of the authorized project.
• USACE Review of the Cano Martin Pena Ecosystem Restoration Study Final Feasibility Report and Environmental Impact Statement (EIS)
  Recommendation of authorization of the National Ecosystem Restoration plan, which consists of dredging approximately 2.2 miles of the eastern half of the Cano Martin Pena (CMP) canal to a width of 100 feet and a depth of 10 feet, building associated channel stabilization and erosion control features, the restoration of approximately 35 acres of mangroves, and construction of recreation features.
