Engineer Pamphlet 1105-2-64: Tribal Partnership Program
This Engineer Pamphlet establishes a strategy for the planning, design, and construction of projects under the USACE Tribal Partnership Program (TPP). The TPP allows Tribes to preserve, protect, and manage their own resources through authorized activities which include projects for flood and coastal storm risk management, including erosion control, aquatic ecosystem restoration, navigation, watershed assessments and planning activities, technical assistance, and other projects that are determined appropriate by the Assistant Secretary of the Army (Civil Works).

EP 1105-2-63: Guide for Incorporating Life Risk in USACE Flood and Coastal Storm Risk Management Project Development
This EP provides information on how USACE incorporates life risk in the planning process for both new and existing projects, and in inland and coastal environments. Risk to human life is a fundamental component of flood and coastal storm risk management and must receive explicit consideration throughout the planning process. USACE planning studies consider and evaluate the economic, social, and environmental costs and benefits of a potential water resources project. Positive and negative impacts to life risk are considered alongside other social effects of the project.

EP 1100-1-5: USACE Guide to Resilience Practices
This EP provides a common operating picture' of USACE contributions to resilience. Within the Guide, we define resilience as "the ability to anticipate, prepare for, and adapt to changing conditions and withstand, respond to, and recover rapidly from disruptions." It serves as a benchmark, documenting resilience practices across the organization and at the project, system, and community levels. Section 2 provides background on multiple drivers for increased resilience. Section 3 provides examples of initiatives and practices performed within different USACE mission areas Civil Works, Military Programs, and Research and Development. Section 4 discusses partnerships and forums that USACE has been a participant. Section 5 inventories common tools and methodologies used by USACE and others.
