Engineer Regulation 1105-2-102: Watershed Studies
This Regulation establishes an accountable strategy for conducting watershed studies with USACE participation and includes both policy and process guidance. The Regulation supersedes and replaces Engineer Circular (EC) 1105-2-411: Watershed Plans and replaces Planning Bulletin (PB) 2019-01: Watershed Studies.
Engineer Regulation 1165-2-217: Civil Works Review Policy
This Engineer Regulation (ER) establishes policy and procedures for a comprehensive accountable review strategy for Civil Works by providing a seamless process for review of all projects throughout the lifecycle. This ER will ensure the quality and credibility of U.S. Army Corps of Engineers (USACE) decision, implementation, and other work products. It reinforces quality and comprehensive review are equal to cost and schedule compliance. This ER supersedes Engineer Circular 1165-2-217: Water Resource Policies and Authorities, Review Policy for Civil Works which expired on 31 March 2020.
Engineer Regulation 1100-2-8162: Incorporating Sea level Changes in Civil Works Programs
This Regulation provides United States Army Corps of Engineers (USACE) guidance for incorporating the direct and indirect physical effects of projected future sea level change across the project life cycle in managing, planning, engineering, designing, constructing, operating, and maintaining USACE projects and systems of projects. This regulation supersedes the previous version of ER 1100-2-8162, dated 31 December 2013.
Engineer Regulation 1105-2-100: Planning Guidance Notebook, Appendix C, Environmental Evaluation and Compliance
This appendix addresses the integration of environmental evaluation and compliance requirements, pursuant to national environmental statutes, applicable executive orders, and other Federal planning requirements, into the planning of Civil Works water and related land resources comprehensive plans and implementation projects. This guidance is applicable to all Civil Works water resources planning studies, including Feasibility studies conducted under the General Investigation business line, those studies conducted under the Continuing Authorities Program (CAP), and studies that require a decision document that are conducted during PED, construction, or operations, such as post authorization change reports. Engineer Regulation 1105-2-100: Planning Guidance Notebook, Appendix D - Economic and Social Considerations
This appendix covers economic and social considerations not addressed elsewhere in the Planning Guidance Notebook. Guidance for estimating NED benefits is provided in Appendix E, Civil Works Missions and Evaluation Procedures, where the evaluation procedure for each project type is presented in its mission context. Engineer Regulation 1105-2-101: Risk Assessment for Flood Risk Management Studies
This regulation provides guidance on risk assessment requirements for flood risk management studies including but not limited to feasibility studies, post-authorization changes, general reevaluation studies, dam and levee safety studies, and major rehabilitation studies. This regulation is jointly promulgated by Planning and Engineering. The risk framework is a decision-making process that comprises three tasks: risk assessment, risk communication, and risk management, which can be advantageously applied to a variety of water resources management problems. These requirements are part of a broader decision-making process that includes similar assessments for risks to the natural environment as well as the social and cultural well-being of people potentially impacted by flood management activities. This regulation supersedes the previous version of Engineer Regulation 1105-2-101: Risk Assessment for Flood Risk Management Studies, 17 July 2017. Note: An updated version with corrections to Paragraph A-12 replaced the previous version on 17 October 2019.

Engineer Regulation 1165-2-504: Construction Of Water Resource Development Projects By Non-Federal Interests
This Regulation provides policy guidance for implementation of Section 204 of the Water Resources Development Act (WRDA) of 1986, as amended by Section 1014(b) of the Water Resources Reform and Development Act (WRRDA) of 2014 and Section 1127 of the WRDA 2016 (33 United States Code (U.S.C.) 2232). Section 204 authorizes non-federal interests to undertake construction of certain water resources development projects, with potential credit or reimbursement of the Federal share of that construction, subject to several requirements. Separate guidance is provided in Engineer Regulation (ER) 1165-2-209 regarding non-Federal interests undertaking a feasibility study under Section 203 of WRDA 1986, as amended, and in ER 1165-2-211 regarding operation and maintenance of improvements carried out by non-Federal interests under Section 204(f) of WRDA 1986, as amended.

Engineer Regulation 1110-1-8168: Roles and Responsibilities of the Inland Navigation Design Center Mandatory Center Of Expertise
This regulation establishes the roles and responsibilities of the Inland Navigation Design Center (INDC) Mandatory Center of Expertise (MCX). USACE will use the expertise of the Center to maintain quality, reliability, and cost effectiveness of inland navigation structures. The Center serves as the national center of expertise that provides technical advice, oversight, and design production during planning, design, analysis, construction, and O&M of all aspects of inland navigation design projects across USACE. Engineer Regulation 1110-2-1302: Civil Works Cost Engineering
This regulation is applicable to cost products prepared by USACE or others, Federal or non-federal, in support of all authorization, appropriations, decision, and implementation reports and documents for all Civil Works projects that invest Federal dollars.
Engineer Regulation 1165-2-209: Studies of Water Resources Development Projects by Non-Federal Interests
This regulation provides policy guidance for implementation of Section 203 of the Water Resources Development Act (WRDA) of 1986, as amended. Section 203 authorizes non-federal interests to undertake feasibility studies of proposed water resources development projects for submission to the Secretary of the Army. Separate guidance is provided on the construction of water resources development projects under Section 204 of WRDA 1986, as amended. Portions of this ER have been amended by implementation guidance for Section 1126 of WRDA 2016.
Engineer Regulation 1165-2-211: Operation and Maintenance of Improvements Carried Out by Non-Federal Interests to Authorized Harbor or Inland Harbor Projects
This regulation provides policy guidance for implementation of Section 204(f) of the Water Resources Development Act (WRDA) of 1986, as amended. Section 204(f) authorizes the Secretary of the Army to be responsible for the operation and maintenance of improvements to a federally authorized harbor or inland harbor carried out by a non-federal interest when certain conditions are met.

Engineer Regulations 1165-2-208: In-Kind Contribution Credit Provisions of Section 221(a)(4) of the Flood Control Act of 1970, As Amended
This Engineer Regulation provides guidance on the implementation of the in-kind contribution credit provisions of Section 221(a)(4) of the Flood Control Act of 1970, as further amended by Section 1018 of the Water Resources Reform and Development Act of 2014 (42 U.S.C. 1962d-5b(a)(4)). The Section 221 crediting provisions apply to the study, design, and construction of water resources development projects authorized in the Water Resources Development Act (WRDA) of 1986 or later laws, including projects initiated after 16 November 1986 without specific authorization in law. In addition, the crediting provisions apply to the correction of design deficiencies for projects authorized prior to WRDA of 1986. Finally, these provisions are also applicable to a project under an environmental infrastructure assistance program.
