Planner Capability and Training is one of the four tenants of Planning Modernization. In order to improve planner capability and advance the planner training program, a Planner Training Refresh Strategy was developed that identifies a FY13 Planning Core Curriculum (PCC) course delivery plan, a longer term plan for PCC revisions, and the development of a comprehensive PCoP training plan. Phase 1 (FY13) is focused on modifying training content to incorporate SMART planning and to modernize delivery methods to enable MSCs to provide more timely and relevant training for planners. The comprehensive Planning Training Plan is being further developed in FY13, and more extensive changes to PCC will occur in FY 14 for FY15 implementation. This approach is intended to help planners achieve the USACE Campaign Plan training objectives and 13 March 2012 Planning Capability Training memorandum signed by MG Walsh. The USACE Campaign Plan requires at least 90% of planners to be trained in the first four mandatory courses described in the memorandum by the end of FY13. This issue of Planning Ahead focuses on the efforts to accelerate implementation of PCC during FY13.
Issue 2 (May)
Having a strong Planning Program is important to being able to serve the nation and retain qualified
planners. As such, the Planning Community of Practice is actively developing a long term Planning
Implementation Strategy to focus efforts on the Planning Program development. Along with the new
start FY15 Budget EC guidance, an investment plan is being developed to better define and
prioritize studies throughout the Nation. Investigations funding has become relatively constant,
which allows for more strategic investment in projects to fund them to completion and demonstrates
our ability to deliver solutions. In addition to the Investigations Program, Planning is called upon to
respond to the needs of evaluating existing infrastructure, including dam and levee safety, major
rehabilitation, and other investment decisions. This issue of Planning Ahead highlights some of the
ongoing activities related to the Planning Program, including some good news stories and an
introduction to the Implementation Strategy.
